The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Insurance Policy & Compliance Analyst (Functional Program Analyst 3) position. This role is within the Rates, Forms, and Provider Networks Division and is based out of our Tumwater Office.

The Insurance Policy & Compliance Analyst (FPA3) position plays a key role in advancing our mission to protect consumers, safeguard the public interest, and strengthen Washington’s economy. As part of our team, you’ll review insurance policy forms to ensure they comply with state laws and regulations, helping to keep the marketplace fair, transparent, and accountable. You’ll document findings, provide clear recommendations, and collaborate with insurers to bring forms into compliance. Your work will directly support insurers in bringing consumer-friendly, compliant insurance products to market quickly and efficiently making a real difference for people across Washington.

This is a Washington General Service position. The monthly salary range for this position is $5,137 - $6,906.

The duties of the position include, but are not limited to: 

  • Reviews multiple lines of P/C including Commercial Inland Marine, Homeowners, Pet and Travel insurance forms for compliance with statutes, regulations and case law.
  • Reviews forms using the glossary manual, checklists, applicable chapters of the RCW's, WAC's, case law and consultation with senior staff.
  • Communicates issues related to non-complying form provisions with insurance companies and/or their third-party fifers. Working with these parties, establishes what is necessary for the form to be considered compliant and ultimately results in final action being taken on the form.
  • Communicates and consults with insurance companies, rating organizations, agents, attorneys, and other OIC staff (regarding life, annuities, disability or property and casualty insurance issues).

Required Qualifications

  • Six (6) years* of professional work experience in areas such as regulatory examinations; insurance underwriting, compliance, rating, or claims; health care consumer issues; or health care benefit plan design, distribution, or administration.

*A degree in  business administration, public administration, public health, health administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report.

Required Knowledge, Skills and Abilities:

  • Basic level skills in Microsoft Outlook, Word, PowerPoint and Excel
  • Demonstrated experience working independently, prioritizing work, and meeting multiple conflicting deadlines, including by seeking guidance from leadership

Preferred/Desired Qualifications:

  • Experience using the System for Electronic Rate and Form Filing (SERFF) software program.
  • Working toward or having an industry specific designation such as CPCU, CIC, ARM, AIC 
  • Two (2) years of experience drafting, analyzing, researching, or applying the provisions of pet, travel, homeowners, and property and casualty insurance products, legal contracts, rules or laws.
  • Intermediate-level skills utilizing Microsoft Outlook, Word, PowerPoint, and Excel.
